Dear Mr. Speaker:  (Dear Mr. President:)
    Enclosed please find my blueprint for nationwide education reform 
entitled, ``No Child Left Behind.'' I look forward to working with the 
Congress to ensure that these principles are turned into acceptable 
legislation that leaves no child behind.
