Message to the Congress Transmitting Reports of the National Science 
Foundation

To the Congress of the United States:
    As required by the provisions of section 3(f) of the National 
Science Foundation Act of 1950, as amended (42 U.S.C. 1862(f)), I 
transmit herewith the combined annual reports of the National Science 
Foundation for fiscal years 1996-1997, and the annual report for fiscal 
year 1998.
