Letter to Congressional Leaders Transmitting a Report on the Loan 
Guarantees to Israel Program

    Pursuant to section 226(k) of the Foreign Assistance Act of 1961, as 
amended (FAA), and pursuant to section 1205 of the International 
Security and Development Cooperation Act of 1985 (ISDCA), enclosed is a 
copy of the 1999 Report to the Congress on the Loan Guarantees to Israel 
Program. As the report under section 226(k) of the FAA is required 
annually until December 31, 1999, this will be the final report 
submitted under section 226(k) of the FAA.
