To the Congress of the United States:
    I transmit herewith the 1996 calendar year reports as prepared by 
the Department of Transportation on activities under the National 
Traffic and Motor Vehicle Safety Act of 1966, the Highway Safety Act, 
and the Motor Vehicle Information and Cost Savings Act of 1972, as 
amended.
