Message to the Congress Designating Provisions of the Internal Revenue 
Service Restructuring and Reform Act of 1998 as an Emergency Requirement
July 22, 1998

To the Congress of the United States:
    Pursuant to section 3309(c) of the Internal Revenue Service 
Restructuring and Reform Act of 1998, I hereby designate the provisions 
of subsections (a) and (b) of section 3309 of such Act as an emergency 
requirement pursuant to section 252(e) of the Balanced Budget and 
Emergency Deficit Control Act of 1985, as amended.
