Letter to Congressional Leaders Transmitting a Report on Trade in 
Military Articles and Services

Dear Mr. Speaker:  (Dear Mr. President:)
    As required by section 655 of the Foreign Assistance Act of 1961, as 
amended (22 U.S.C. 2415), I transmit herewith the annual report on U.S. 
exports of defense articles and services, and on imports of military 
articles to the United States.
