Subject: Delegation of Responsibility for Submitting a Legislative 
Proposal Pursuant to Section 809(e) of the National Defense 
Authorization Act for Fiscal Year 1997

    By the authority vested in me as President by the Constitution and 
laws of the United States of America, including the National Defense 
Authorization Act for Fiscal Year 1997 (Public Law 104-201) (``Act'') 
and section 301 of title 3 of the United States Code, I hereby delegate 
to you the responsibility for submitting a legislative proposal to the 
Congress as required under section 809(e) of the Act.
    You are authorized and directed to publish this memorandum in the 
Federal Register.
