To the Congress of the United States:
    I transmit herewith the 1991 calendar year reports as prepared by 
the Department of Transportation on activities under the Highway Safety 
Act and the National Traffic and Motor Vehicle Safety Act of 1966, as 
amended (23 U.S.C. 401 note and 15 U.S.C. 1408).
