He would succeed William Lacy Swing. Since 1989, Dr. Lyman has served as Director of the Bureau for Refugee Programs at the U.S. Department of State. Prior to this, he served as Ambassador to the Federal Republic of Nigeria, 1986-89; Deputy Assistant Secretary of State for African Affairs at the Department of State, 1981-86; and as Director of the Office of Inter-African Affairs at the Department of State, 1980-81. Dr. Lyman graduated from the University of California (A.B., 1957); Harvard Uni- [[Page 727]] versity (M.A., 1959; Ph.D., 1961). He was born November 20, 1935, in San Francisco, CA. Dr. Lyman is married, has three children, and resides in Chevy Chase, MD.
