Letter to Congressional Leaders Transmitting the Report on Foreign 
Intelligence Activities in the United States

March 23, 1992
Dear Mr. Chairman:
    Enclosed is the classified 1991 ``Leahy-Huddleston Report'' on the 
official representation in the United States of foreign governments that 
engage in intelligence activities within the United States that are 
harmful to our national security. The report is submitted in compliance 
with section 601(b) of the Intelligence Authorization Act for fiscal 
year 1985 (Public Law 98-618; 22 U.S.C. 254c-1(b)).
    The report is based on information provided by the Department of 
State. The Department of State is prepared to respond to any questions 
that you may have.
