Message to the Congress Reporting Budget Rescissions

March 10, 1992
To the Congress of the United States:
    In accordance with the Congressional Budget and Impoundment Control 
Act of 1974, I herewith report 30 rescission proposals, totaling $2.1 
billion in budgetary resources.
    The proposed rescissions affect the Departments of Commerce, 
Defense, Health and Human Services, Housing and Urban Development, the 
Interior, and Transportation. The details of these rescission proposals 
are contained in the attached report.
