Message to the Congress Reporting Budget Rescissions and Deferrals

February 19, 1992
To the Congress of the United States:
    In accordance with the Congressional Budget and Impoundment Control 
Act of 1974, I herewith report one rescission proposal, totaling $16.7 
million, one revised deferral, and one new deferral of budget authority. 
Including the revised and the new deferrals, funds withheld in FY 1992 
now total $5.6 billion.
    The proposed rescission affects the Department of Housing and Urban 
Development. The deferrals affect the Agency for International 
Development and the Department of Agriculture.
    The details of the proposed rescission and deferrals are contained 
in the attached report.
