Presidential Determination No. 92-15--Memorandum on Export-Import Bank 
Services for South Africa

Memorandum for the Secretary of State

Subject: Determination to Permit Export-Import Bank Financing for 
Exports to the Government of South Africa or Its Agencies

    Pursuant to the authority vested in me by section 2(b)(9) of the 
Export-Import Bank Act of 1945, as amended (12 U.S.C. 635(b)(9)) (the 
``Act''), I hereby:
    1) determine that significant progress toward the elimination of 
        apartheid has been made in South Africa;
    2) authorize and direct you to transmit to the Congress a statement 
        describing and explaining this determination.
    You are further authorized and directed to publish this memorandum 
in the Federal Register.
