Memorandum for the Secretary of State

Subject: Delegation of Functions Related to Payment to the United 
Nations and Its Specialized Agencies of United States Assessments and 
Arrears

    By the authority vested in me as President by the Constitution and 
the laws of the United States of America, including section 301 of title 
3 of the United States Code and sections 102 and 162 of the Foreign 
Relations Authorization Act, Fiscal Years 1992 and 1993 (Public Law 102-
138) (the Act), I hereby delegate to you the functions vested in me by 
sections 102(a)(3) and 162 (b) and (d) of the Act, relating to payment 
to the United Nations and its specialized agencies of United States 
assessments and arrears. These functions may be further redelegated 
within the Department of State.
    The functions delegated by this memorandum shall be exercised in 
coordination with the Director of the Office of Management and Budget 
and the Assistant to the President for National Security Affairs.
    You are authorized and directed to publish this memorandum in the 
Federal Register.
