Letter to Congressional Leaders Transmitting a Report on the U.S.-
U.S.S.R. Standing Consultative Commission

Dear Mr. Speaker:  (Dear Mr. Chairman:)
    In accordance with section 38 of the Arms Control and Disarmament 
Act as amended by section 3(b) of the Arms Control and Disarmament 
Amendments Act of 1987 (22 U.S.C. 2578), attached is a classified report 
prepared by the United States Commissioner to the U.S.-U.S.S.R. Standing 
Consultative Commission (SCC) concerning the activities of the SCC 
during calendar year 1991. The report includes detailed information on 
all substantive issues raised by either party to the Treaty on the 
Limitation of Anti-Ballistic Missile Systems and the responses to the 
other party to those issues.
