Nomination of Walter Scott Blackburn To Be a Member of the Board of 
Directors of the National Institute of Building Sciences

July 14, 1992
    The President today announced his intention to nominate Walter Scott 
Blackburn, of Indiana, to be a member of the Board of Directors of the 
National Institute of Building Sciences for a term expiring September 7, 
1993. He would succeed Kyle Clayton Boone.
    Since 1974 Mr. Blackburn has served as president and owner of 
Blackburn Associates Architects, Inc., in Indianapolis, IN. From 1967 to 
1974, he served as principal with Snyder, Blackburn and Associates 
Architects, Inc.
    Mr. Blackburn graduated from Howard University School of 
Architecture and Engineering (bachelor of architecture, 1963). He was 
born February 21, 1938, in Indianapolis, IN. Mr. Blackburn is married, 
has three children, and resides in Indianapolis, IN.
