Nomination of H. Douglas Barclay To Be a Member of the Board of 
Directors of the Overseas Private Investment Corporation

June 24, 1992
    The President today announced his intention to nominate H. Douglas 
Barclay, of New York, to be a member of the Board of Directors of the 
Overseas Private Investment Corporation, U.S. International Development 
Cooperation Agency, for a term expiring December 17, 1994. This is a 
reappointment.
    Since 1961, Mr. Barclay has served as a partner and associate with 
the law firm of Hiscock and Barclay in Syracuse, NY. Mr. Barclay has 
also served on the board of directors of KeyCorp and its subsidiaries 
and as an officer and general counsel to various other corporations. Mr. 
Barclay served in the New York State Senate from 1965 to 1984.
    Mr. Barclay graduated from Yale College (B.A., 1955) and Syracuse 
University College of Law (J.D., 1961). He served as a commissioned 
officer in the U.S. Army Reserve. He was born July 5, 1932, in New York, 
NY. Mr. Barclay is married, has five children, and resides in Pulaski, 
NY.
