White House Statement on the Executive Order Amending the Manual for 
Courts-Martial, United States, 1984
June 27, 1991

    The President today signed an Executive order entitled ``Amendments 
to the Manual for Courts-Martial, United States, 1984.''
    This order amends the rules for Courts-Martial relating to pretrial 
investigations, discovery, and procedure; pretrial agreement 
negotiations; speedy trial; and appellate actions. It also amends the 
Military Rules of Evidence relating to polygraph evidence and makes 
minor changes in the definition of crimes and punishments.

                    Note: The Executive order is listed in Appendix E at 
                        the end of this volume.
