Bush (1991, Book I)] [April 18, 1991] [Page 407] [From the U.S. Government Publishing Office www.gpo.gov][[Page 407]] Nomination of William Harrison Courtney To Be United States Commissioner for the Bilateral Consultative Commission and the Joint Consultative Commission April 18, 1991 The President today announced his intention to nominate William Harrison Courtney, a career member of the Senior Foreign Service, Class of Counselor, for the rank of Ambassador during his tenure of service as U.S. Commissioner for the Bilateral Consultative Commission and the Joint Consultative Commission established by the Threshold Test Ban Treaty (TTBT) and the Peaceful Nuclear Explosions Treaty (PNET). Dr. Courtney is currently Deputy U.S. Negotiator for U.S.-Soviet Defense and Space Talks at the U.S. Mission in Geneva, Switzerland. Prior to this he was Deputy Executive Secretary for the National Security Council at the White House, 1987. Dr. Courtney graduated from West Virginia University, receiving a bachelor of arts degree, and Brown University, receiving a doctoral degree in economics. He was born July 18, 1944, in Baltimore, MD. Dr. Courtney is married, has two children, and resides in Geneva, Switzerland.
