Message to the Congress Reporting a Budget Rescission
April 16, 1991

To the Congress of the United States:
    In accordance with the Impoundment Control Act of 1974, I herewith 
report one proposed rescission, totaling $2,400,000.
    The proposed rescission affects the Department of Health and Human 
Services. The details of the proposed rescission are contained in the 
attached report.
