Including the revised and new deferrals, funds withheld in FY 1991 now total $9.3 billion. The deferrals affect International Security Assistance programs and the Department of Agriculture. The proposed rescissions affect the Departments of Agriculture, Defense, and Housing and Urban Development. The details of the proposed rescissions and deferrals are contained in the attached report.
