Statement by Press Secretary Fitzwater on the Iraqi Offer To Withdraw 
From Kuwait
February 15, 1991

    We have not yet examined a full official text of the Revolutionary
Command Council's statement, but it clearly contains conditions for 
Iraqi withdrawal from Kuwait. The United Nations Security Council 
resolutions are clear in their insistence that the withdrawal be 
complete and unconditional. Promises alone are not sufficient. There 
must be not only agreement to comply with all United Nations Security 
Council resolutions but also immediate and concrete action on the 
ground.
