<section id="d124e93" identifier="/us/pl/119/79/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Semiquincentennial Congressional Time Capsule Act</shortTitle>”.</content></section>
<section id="d124e103" identifier="/us/pl/119/79/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>SEMIQUINCENTENNIAL CONGRESSIONAL TIME CAPSULE.</heading><subsection class="firstIndent0 fontsize10" id="ybeebafbd-10c3-11f1-b87b-6338c1dfa8d9" identifier="/us/pl/119/79/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Creation by Architect of the Capitol</inline>.—</heading><content>The Architect of the Capitol shall create a congressional time capsule, to be known as the “Semiquincentennial Congressional Time Capsule” (in this Act referred to as the “Time Capsule”).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ybeebafbe-10c3-11f1-b87b-6338c1dfa8d9" identifier="/us/pl/119/79/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Contents</inline>.—</heading><paragraph class="fontsize10" id="ybeebd6cf-10c3-11f1-b87b-6338c1dfa8d9" identifier="/us/pl/119/79/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Determination by congressional leadership</inline>.—</heading><content>The Office of the Speaker of the House of Representatives, Office of the Minority Leader of the House of Representatives, Office of the Majority Leader of the Senate, and Office of the Minority Leader of the Senate shall jointly determine the contents of the Time Capsule, taking into account the requirements of paragraph (2).</content></paragraph>
<paragraph class="fontsize10" id="ybeebd6d0-10c3-11f1-b87b-6338c1dfa8d9" identifier="/us/pl/119/79/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Contents</inline>.—</heading><subparagraph class="fontsize10" id="ybeebd6d1-10c3-11f1-b87b-6338c1dfa8d9" identifier="/us/pl/119/79/s2/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>The contents of the Time Capsule shall include—</chapeau><clause class="fontsize10" id="ybeebd6d2-10c3-11f1-b87b-6338c1dfa8d9" identifier="/us/pl/119/79/s2/b/2/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>a single, joint letter from the offices described in paragraph (1); and</content></clause>
<clause class="fontsize10" id="ybeebfde3-10c3-11f1-b87b-6338c1dfa8d9" identifier="/us/pl/119/79/s2/b/2/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>any other item that the offices described in paragraph (1) jointly determine appropriate.</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="ybeebfde4-10c3-11f1-b87b-6338c1dfa8d9" identifier="/us/pl/119/79/s2/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Limitations</inline>.—</heading><chapeau>Any item included in the Time Capsule under subparagraph (A)—</chapeau><clause class="fontsize10" id="ybeebfde5-10c3-11f1-b87b-6338c1dfa8d9" identifier="/us/pl/119/79/s2/b/2/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>shall be made of materials that pose a low risk of degrading, such as metal or archival paper; and</content></clause>
<clause class="fontsize10" id="ybeebfde6-10c3-11f1-b87b-6338c1dfa8d9" identifier="/us/pl/119/79/s2/b/2/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>shall not be made of any organic or inorganic material that poses a high risk of degrading.</content></clause>

</paragraph>
<paragraph class="fontsize10" id="ybeebfde7-10c3-11f1-b87b-6338c1dfa8d9" identifier="/us/pl/119/79/s2/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Size</inline>.—</heading><content>The Time Capsule shall be not more than 50 inches wide, 32 inches deep, and 48 inches high.</content></paragraph>
<paragraph class="fontsize10" id="ybeebfde8-10c3-11f1-b87b-6338c1dfa8d9" identifier="/us/pl/119/79/s2/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Consultation</inline>.—</heading><content>In carrying out this subsection, the offices described in paragraph (1) may consult with the Architect of the Capitol, the Secretary of the Smithsonian Institution, and such other entities of the Federal Government as the offices consider appropriate.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ybeebfde9-10c3-11f1-b87b-6338c1dfa8d9" identifier="/us/pl/119/79/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xbeebfdea-10c3-11f1-b87b-6338c1dfa8d9" style="-uslm-lc:I658180">Approvals.</p></sidenote><inline class="smallCaps">Duties of Architect</inline>.—</heading><chapeau>The Architect of the Capitol shall—</chapeau><page identifier="/us/stat/140/749">140 STAT. 749</page>
<paragraph class="fontsize10" id="ybeebfdeb-10c3-11f1-b87b-6338c1dfa8d9" identifier="/us/pl/119/79/s2/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xbeec24fc-10c3-11f1-b87b-6338c1dfa8d9" style="-uslm-lc:I658180">Deadline.</p></sidenote>prepare the Time Capsule to be sealed and buried in the Capitol Visitor Center, at a location specified by the Architect, with the approval of the Committee on Rules and Administration of the Senate and the Committee on House Administration of the House of Representatives, on or before July 4th, 2026, at a time which would permit individuals attending this event to also attend the burial of a time capsule in Independence Mall in Philadelphia, Pennsylvania, under section 7(f)(1) of the United States Semiquincentennial Commission Act of 2016 (<ref href="/us/usc/t36/s101">36 U.S.C. 101 note</ref> prec.); and</content></paragraph>
<paragraph class="fontsize10" id="ybeec24fd-10c3-11f1-b87b-6338c1dfa8d9" identifier="/us/pl/119/79/s2/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>install a plaque to provide such information about the Time Capsule as the Architect, with the approval of the Committee on Rules and Administration of the Senate and the Committee on House Administration of the House of Representatives, considers appropriate.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ybeec24fe-10c3-11f1-b87b-6338c1dfa8d9" identifier="/us/pl/119/79/s2/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xbeec24ff-10c3-11f1-b87b-6338c1dfa8d9" style="-uslm-lc:I658180">Determination.</p></sidenote><inline class="smallCaps">Unsealing</inline>.—</heading><content>The Time Capsule shall be sealed until July 4th, 2276, on which date the Speaker of the House of Representatives and the Majority Leader of the Senate shall present the Time Capsule to the 244th Congress, and such Congress shall determine how the contents within should be preserved or used.</content></subsection>
