<section id="d1518e90" identifier="/us/pl/118/9/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd04cf7b0-e809-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t5/s101">5 USC 101 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Providing Accountability Through Transparency Act of 2023</shortTitle>”.</content></section>
<section id="d1518e105" identifier="/us/pl/118/9/s2" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>REQUIREMENT TO POST A 100-WORD SUMMARY TO REGULATIONS.GOV.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xd04d45d1-e809-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  <ref href="/us/usc/t5/s553/b">Section 553(b) of title 5, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="yd04d45d2-e809-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/9/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in paragraph (2)<i>,</i> by <amendingAction type="delete">striking</amendingAction> “<quotedText>and</quotedText>” at the end;</content></paragraph>
<paragraph class="fontsize10" id="yd04d45d3-e809-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/9/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>in paragraph (3), by <amendingAction type="delete">striking</amendingAction> the period at the end and <amendingAction type="insert">inserting</amendingAction> “<quotedText>; and</quotedText>”; and</content></paragraph>
<paragraph class="fontsize10" id="yd04d45d4-e809-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/9/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>by <amendingAction type="insert">inserting</amendingAction> after paragraph (3) the following:<quotedContent><paragraph class="indentUp0 fontsize10" id="yd04d45d5-e809-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><content>the Internet address of a summary of not more than 100 words in length of the proposed rule, in plain language, that shall be posted on the Internet website under section 206(d) of the E-Government Act of 2002 (<ref href="/us/usc/t44/s3501">44 U.S.C. 3501 note</ref>) (commonly known as regulations.gov).”</content></paragraph>
