<enactingFormula style="-uslm-lc:I658120"><i>  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</i></enactingFormula><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x330e00e8-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Veterans Expedited TSA Screening Safe Travel Act.</p></sidenote>
<section id="d18720e88" identifier="/us/pl/118/238/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x330e00e9-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t49/s40101">49 USC 40101 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Veterans Expedited TSA Screening Safe Travel Act</shortTitle>” or the “<shortTitle role="act">VETS Safe Travel Act</shortTitle>”.</content></section>
<section id="d18720e106" identifier="/us/pl/118/238/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>AVAILABILITY OF PRECHECK PROGRAM TO CERTAIN SEVERELY INJURED OR DISABLED VETERANS.</heading><subsection class="firstIndent0 fontsize10" id="y330e9d2a-e80d-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/238/s2/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content><ref href="/us/usc/t49/s44927">Section 44927 of title 49, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following new subsection:<quotedContent><subsection class="firstIndent0 fontsize10" id="y330eeb4b-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="g">“(g) </num><heading class="fontsize10"><inline class="smallCaps">Availability of PreCheck Program to Certain Severely Injured or Disabled Veterans</inline>.—</heading><paragraph class="fontsize10" id="y330eeb4c-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>A veteran described in paragraph (2) is eligible for security screening under the PreCheck Program under section 44919 at no cost to the veteran if the veteran is able to meet the background check and other security requirements for participation in the Program.</content></paragraph>
<paragraph class="fontsize10" id="y330eeb4d-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Veterans described</inline>.—</heading><chapeau>A veteran described in this paragraph is a veteran who—</chapeau><subparagraph class="fontsize10" id="y330eeb4e-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>is enrolled in the patient enrollment system of the Department of Veterans Affairs established and operated under <ref href="/us/usc/t38/s1705">section 1705 of title 38, United States Code</ref>;</content></subparagraph>
<subparagraph class="fontsize10" id="y330eeb4f-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><chapeau>has been determined by the Secretary of Veterans Affairs to have a service-connected disability under section 1110 or 1131 of such title, as the case may be, and such disability has been determined by such Secretary to have resulted in—</chapeau><clause class="fontsize10" id="y330eeb50-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>loss, or loss use of, an extremity;</content></clause>
<clause class="fontsize10" id="y330eeb51-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>paralysis or partial paralysis; or</content></clause>
<clause class="fontsize10" id="y330eeb52-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">“(iii) </num><content>permanent blindness; and</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y330eeb53-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>as a result of a loss, paralysis or partial paralysis, or blindness described in subparagraph (B), requires the use of a wheelchair, prosthetic limb, or other assistive device to aid with mobility.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y330eeb54-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><heading class="fontsize10"><inline class="smallCaps">Limitation</inline>.—</heading><content>The Administrator of the Transportation Security Administration shall carry out this subsection subject to the availability of appropriations and may not increase fees for enrollment in the PreCheck Program for such purpose.”</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="y330eeb55-e80d-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/238/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x330eeb56-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Process.</p><p class="leftAlign firstIndent0 fontsize8" id="x330eeb57-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadlines.</p><p class="leftAlign firstIndent0 fontsize8" id="x330eeb58-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t49/s44927">49 USC 44927 note</ref>.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Coordination on Implementation</inline>.—</heading><chapeau>The Administrator of the Transportation Security Administration and the Secretary of Veterans Affairs shall jointly—</chapeau><page identifier="/us/stat/138/2924">138 STAT. 2924</page>
<paragraph class="fontsize10" id="y330eeb59-e80d-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/238/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>implement a process under which a veteran described in paragraph (2) of subsection (g) of <ref href="/us/usc/t49/s44927">section 44927 of title 49, United States Code</ref>, as added by subsection (a), can receive the benefits under such subsection by not later than one year after the date of enactment of this Act; and</content></paragraph>
<paragraph class="fontsize10" id="y330eeb5a-e80d-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/238/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x330eeb5b-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Briefing.</p></sidenote><content>provide to the Committee on Homeland Security and the Committee on Veterans’ Affairs of the House of Representatives and the Committee on Homeland Security and Governmental Affairs and the Committee on Veterans’ Affairs of the Senate a briefing on the status of implementing the process required by paragraph (1) by not later than one year after the date of the enactment of this Act.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y330eeb5c-e80d-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/238/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x330eeb5d-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t49/s44927">49 USC 44927 note</ref>.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Outreach for Disabled Veterans on Availability of Transportation Security Administration Programs</inline>.—</heading><paragraph class="fontsize10" id="y330eeb5e-e80d-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/238/s2/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x330eeb5f-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Process.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Coordination</inline>.—</heading><content>The Secretary of Veterans Affairs and the Administrator of the Transportation Security Administration shall implement a process under which such Secretary provides to disabled veterans effective outreach regarding Transportation Security Administration programs designed to improve the screening process for passengers with disabilities.</content></paragraph>
<paragraph class="fontsize10" id="y330eeb60-e80d-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/238/s2/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Further enhancements to ease air travel for wounded warriors and other disabled veterans</inline>.—</heading><chapeau>Notwithstanding <ref href="/us/usc/t44/ch35/schI">subchapter I of chapter 35 of title 44, United States Code</ref> (commonly referred to as the “Paperwork Reduction Act”), or any other provision of law, the Secretary of Veterans Affairs, in coordination with the Administrator of the Transportation Security Administration, shall—</chapeau><subparagraph class="fontsize10" id="y330eeb61-e80d-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/238/s2/c/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x330eeb62-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Assessment.</p></sidenote><content>engage appropriate veterans service organizations and other relevant organizations, as appropriate, to assess the awareness of veterans of relevant Transportation Security Administration programs; and</content></subparagraph>
<subparagraph class="fontsize10" id="y330eeb63-e80d-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/238/s2/c/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x330eeb64-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Examination.</p></sidenote><content>examine the need and feasibility of other measures to improve travel security procedures for disabled veterans.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y330eeb65-e80d-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/238/s2/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Briefing requirement</inline>.<sidenote><p class="leftAlign firstIndent0 fontsize8" id="x330eeb66-e80d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote>—</heading><content>Not later than 180 days after the date of the enactment of this Act, the Secretary of Veterans Affairs and the Administrator of the Transportation Security Administration shall jointly provide to the Committee on Homeland Security and the Committee on Veterans’ Affairs of the House of Representatives and the Committee on Homeland<page identifier="/us/stat/138/2925">138 STAT. 2925</page>
 Security and Governmental Affairs and the Committee on Veterans’ Affairs of the Senate a briefing on the status of the implementation of paragraphs (1) and (2).</content></paragraph>
