<section id="d37377e88" identifier="/us/pl/118/191/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xbc8e8bae-e80e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t7/s2201">7 USC 2201 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Beagle Brigade Act of 2023</shortTitle>”.</content></section>
<section id="d37377e103" identifier="/us/pl/118/191/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xbc8eb2bf-e80e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t7/s2279">7 USC 2279</ref><i>l</i>.</p></sidenote><heading>NATIONAL DETECTOR DOG TRAINING CENTER.</heading><subsection class="firstIndent0 fontsize10" id="ybc8f00e0-e80e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/191/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>There is established a National Detector Dog Training Center (referred to in this Act as the “Center”).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ybc8f00e1-e80e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/191/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Duties</inline>.—</heading><chapeau>The Center shall have the following duties:</chapeau><paragraph class="fontsize10" id="ybc8f00e2-e80e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/191/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>Training dogs for the purpose of safeguarding domestic agricultural and natural resources from foreign and invasive pests and diseases.</content></paragraph>
<paragraph class="fontsize10" id="ybc8f00e3-e80e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/191/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Training human handlers to successfully select and train dogs for the purpose described in paragraph (1).</content></paragraph>
<paragraph class="fontsize10" id="ybc8f00e4-e80e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/191/s2/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Collaborating with relevant Federal agencies, including U.S. Customs and Border Protection, to safeguard domestic agricultural and natural resources.</content></paragraph>
<paragraph class="fontsize10" id="ybc8f00e5-e80e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/191/s2/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>Collaborating with external stakeholders, including State departments of agriculture, local and county agricultural officials, private sector entities, and other relevant non-Federal partners.</content></paragraph>
<paragraph class="fontsize10" id="ybc8f00e6-e80e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/191/s2/b/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>Ensuring the health and welfare of all dogs under the care of the Center, including by ensuring access to necessary veterinary care, adequate shelter, and proper nutrition.</content></paragraph>
<paragraph class="fontsize10" id="ybc8f00e7-e80e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/191/s2/b/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>Providing opportunities for private adoption of retirement-age trained dogs and dogs that do not complete training.</content></paragraph>
<paragraph class="fontsize10" id="ybc8f00e8-e80e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/191/s2/b/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>Any other duties necessary to safeguard domestic agricultural and natural resources from foreign and invasive pests and diseases, as determined by the Secretary of Agriculture, acting through the Administrator of the Animal and Plant Health Inspection Service.</content></paragraph>

<section id="d37377e168" identifier="/us/pl/118/191/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>REPORT.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xbc8f4f09-e80e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Not later than 1 year after the date of enactment of this Act, the Secretary of Agriculture, acting through the Administrator of the Animal and Plant Health Inspection Service, shall submit to Congress a report that contains—</chapeau><paragraph class="fontsize10" id="ybc8f4f0a-e80e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/191/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>a description of current and emerging threats to domestic agricultural and natural resources from foreign pests and diseases within the purview of the operations of the Center;</content></paragraph>
<paragraph class="fontsize10" id="ybc8f4f0b-e80e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/191/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xbc8f4f0c-e80e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Examination.</p></sidenote><content>an examination of the role that the Center plays in the protection against foreign pests and diseases;<page identifier="/us/stat/138/2659">138 STAT. 2659</page></content></paragraph>
<paragraph class="fontsize10" id="ybc8f4f0d-e80e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/191/s3/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>a description of improvements needed in Federal programs to minimize threats from foreign pests and diseases within the purview of the operations of the Center, including strengthened coordination among the Animal and Plant Health Inspection Service, U.S. Customs and Border Protection, and other relevant Federal agencies;</content></paragraph>
<paragraph class="fontsize10" id="ybc8f4f0e-e80e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/191/s3/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xbc8f4f0f-e80e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="xbc8f4f10-e80e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">tions.</p></sidenote>recommendations to strengthen the capabilities of the Center in protecting against foreign pests and diseases; and</content></paragraph>
<paragraph class="fontsize10" id="ybc8f4f11-e80e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/191/s3/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><chapeau><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xbc8f4f12-e80e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="xbc8f4f13-e80e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">tions.</p></sidenote>recommendations to improve—</chapeau><subparagraph class="fontsize10" id="ybc8f4f14-e80e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/191/s3/5/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the dog procurement procedures of the Center; and</content></subparagraph>
<subparagraph class="fontsize10" id="ybc8f4f15-e80e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/191/s3/5/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>private adoption opportunities for retirement-age trained dogs and dogs that do not complete training.</content></subparagraph>
