<section id="d23432e88" identifier="/us/pl/118/182/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x0739febc-e80f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t40/s101">40 USC 101 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">GSA Technology Accountability Act</shortTitle>”.</content></section>
<section id="d23432e103" identifier="/us/pl/118/182/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>TRANSPARENCY OF GSA FUNDED INFORMATION TECHNOLOGY SERVICES.</heading><subsection class="firstIndent0 fontsize10" id="y073a73ed-e80f-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/182/s2/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Transparency on Use of the Federal Citizen Services Fund</inline>.—</heading><content><ref href="/us/usc/t40/s323">Section 323 of title 40, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><subsection class="firstIndent0 fontsize10" id="y073a9afe-e80f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="g">“(g) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x073a9aff-e80f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">List.</p><p class="leftAlign firstIndent0 fontsize8" id="x073a9b00-e80f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Time periods.</p></sidenote><inline class="smallCaps">Requirement for Annual Report to Congress</inline>.—</heading><chapeau>Not later than September 30 of each year, the Administrator shall submit to the Committee on Oversight and Accountability of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate a report that includes, at a minimum, a list of each program funded by expenditures during the previous fiscal year, or that have been funded by expenditures in the previous 5-year period, including the following:</chapeau><paragraph class="fontsize10" id="y073ac211-e80f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>An explanation of the program.</content></paragraph>
<paragraph class="fontsize10" id="y073ac212-e80f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>Information about how the program is funded, including the amount of expenditures the program received in the previous fiscal year and total amount.</content></paragraph>
<paragraph class="fontsize10" id="y073ac213-e80f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><content>The amount of reimbursements associated with or anticipated to be associated with the program from another source of funds or another agency, if applicable.</content></paragraph>
<paragraph class="fontsize10" id="y073ac214-e80f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><chapeau>A description of projects or initiatives associated with the program, including—</chapeau><subparagraph class="fontsize10" id="y073ac215-e80f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>information about when the projects or initiatives were initiated and completed; and</content></subparagraph>
<subparagraph class="fontsize10" id="y073ac216-e80f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>funding information, to the extent practicable.</content></subparagraph>

<paragraph class="fontsize10" id="y073ac217-e80f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">“(5) </num><content>Any additional information, data, or analysis used to determine the information estimated within the report, if applicable.</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="y073ac218-e80f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="h">“(h) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section:</chapeau><paragraph class="fontsize10" id="y073ac219-e80f-11f0-a1e4-69761a48a15a" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">Administrator</inline>.—</heading><content>The term ‘<term>Administrator</term>’ means the Administrator of General Services.</content></paragraph>
<paragraph class="fontsize10" id="y073ac21a-e80f-11f0-a1e4-69761a48a15a" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Expenditure</inline>.—</heading><content>The term ‘<term>expenditure</term>’ means any obligation of funds from the Fund.”</content></paragraph>
