<section id="d29526e88" identifier="/us/pl/118/123/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Think Differently About Emergencies Act</shortTitle>”.</content></section>
<section id="d29526e98" identifier="/us/pl/118/123/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>REPORT TO CONGRESS.</heading><subsection class="firstIndent0 fontsize10" id="yf844944a-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>Not later than 120 days after the date of enactment of this Act, the Administrator of the Federal Emergency Management Agency shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate a report describing the assistance and resources that the Administrator provides for individuals with intellectual and developmental disabilities and the families of such individuals who are impacted by major disasters declared under section 401 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<ref href="/us/usc/t42/s5170">42 U.S.C. 5170</ref>) to the following:</chapeau><paragraph class="fontsize10" id="yf844944b-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s2/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>States.</content></paragraph>
<paragraph class="fontsize10" id="yf844944c-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Localities.</content></paragraph>
<paragraph class="fontsize10" id="yf844944d-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s2/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Nonprofit organizations.</content></paragraph>
<paragraph class="fontsize10" id="yf844944e-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s2/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>Directly to such individuals.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf844944f-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Contents</inline>.—</heading><chapeau>The report under subsection (a) shall contain—</chapeau><paragraph class="fontsize10" id="yf8449450-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>a description of the resources and best practices that the Administrator makes available to the entities listed in paragraphs (1) through (4) of subsection (a) that are impacted by major disasters declared under section 401 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<ref href="/us/usc/t42/s5170">42 U.S.C. 5170</ref>);</content></paragraph>
<paragraph class="fontsize10" id="yf8449451-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8449452-e810-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Process.</p></sidenote>detail the process the Administrator undertakes to train personnel and deploy such personnel into areas to coordinate with States, localities, and nonprofit organizations to provide assistance and ensure that the needs of individuals with intellectual and developmental disabilities and the families of such individuals are met following such a disaster;<page identifier="/us/stat/138/1630">138 STAT. 1630</page></content></paragraph>
<paragraph class="fontsize10" id="yf8449453-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s2/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8449454-e810-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">List.</p></sidenote>list the number of programs the Administrator administers which support individuals with intellectual and developmental disabilities to prepare for and recover from such disasters, including by provide accommodation to such individuals and the families of such individuals;</content></paragraph>
<paragraph class="fontsize10" id="yf8449455-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s2/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>description of outreach activities of the Administration to State, local, and nonprofit experts on addressing the needs of individuals with intellectual and developmental disabilities and the families of such individuals impacted by such disasters; and</content></paragraph>
<paragraph class="fontsize10" id="yf8449456-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s2/b/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>report that identifies, with respect to individuals with intellectual and developmental disabilities and the families of such individuals, areas for improvement in supporting such individuals and families to prepare for and recover from such disasters.</content></paragraph>

<section id="d29526e185" identifier="/us/pl/118/123/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8449457-e810-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading>REVIEW OF ASSISTANCE AND RESOURCES.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xf8450988-e810-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Not <sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8450989-e810-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="xf845098a-e810-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">tions. </p></sidenote>later than 1 year after the date of enactment of this Act, the Comptroller General of the United States and the Administrator of the Federal Emergency Management Agency shall each—</chapeau><paragraph class="fontsize10" id="yf845098b-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>conduct a review of assistance and resources the Administrator provides to States, localities, nonprofit organizations, and individuals to assist—</chapeau><subparagraph class="fontsize10" id="yf845098c-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s3/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>individuals with intellectual and developmental disabilities;</content></subparagraph>
<subparagraph class="fontsize10" id="yf845098d-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s3/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>individuals with physical disabilities; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf845098e-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s3/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>the families of the individuals described in subparagraphs (A) and (B);</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf845098f-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>identify potential legal impediments to providing such assistance and resources;</content></paragraph>
<paragraph class="fontsize10" id="yf8450990-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s3/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><chapeau>provide to Congress recommendations on how the Administration can—</chapeau><subparagraph class="fontsize10" id="yf8450991-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s3/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>improve such assistance and resources;</content></subparagraph>
<subparagraph class="fontsize10" id="yf8450992-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s3/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>enhance coordination with States, localities, nonprofit organizations in carrying out such assistance and providing such resources; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf8450993-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s3/3/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>streamline the application process and delivery of assistance and resources to individuals described in subparagraphs (A) through (C) of paragraph (1); and<page identifier="/us/stat/138/1631">138 STAT. 1631</page></content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf8450994-e810-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/123/s3/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>provide to Congress recommendations on any legislative reform necessary to improve such assistance and resources.</content></paragraph>
