<section id="d51721e88" identifier="/us/pl/118/103/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x9bc14d10-e811-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t6/s101">6 USC 101 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">DHS Joint Task Forces Reauthorization Act of 2024</shortTitle>”.</content></section>
<section id="d51721e103" identifier="/us/pl/118/103/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>AMENDMENT TO SECTION 708 OF THE HOMELAND SECURITY ACT OF 2002.</heading><subsection class="firstIndent0 fontsize10" id="y9bc21061-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>Section 708(b) of the Homeland Security Act of 2002 (<ref href="/us/usc/t6/s348/b">6 U.S.C. 348(b)</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="y9bc21062-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>in paragraph (9)—</chapeau><subparagraph class="fontsize10" id="y9bc21063-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/a/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><chapeau>in subparagraph (A)—</chapeau><clause class="fontsize10" id="y9bc21064-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/a/1/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>in clause (ii), by <amendingAction type="delete">striking</amendingAction> “<quotedText>and</quotedText>” at the end;</content></clause>
<clause class="fontsize10" id="y9bc21065-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/a/1/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>in clause (iii)(II), by <amendingAction type="add">adding</amendingAction> “<quotedText>and</quotedText>” at the end; and</content></clause>
<clause class="fontsize10" id="y9bc21066-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/a/1/A/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><clause class="indentUp0 fontsize10" id="y9bc21067-e811-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">“(iv) </num><content>a staffing plan for each Joint Task Force;”</content></clause>
</quotedContent>; and</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y9bc21068-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/a/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>by <amendingAction type="amend">amending</amendingAction> subparagraph (C) to read as follows:<quotedContent><subparagraph class="indentUp0 fontsize10" id="y9bc23779-e811-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><chapeau><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x9bc2377a-e811-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Reports.</p><p class="leftAlign firstIndent0 fontsize8" id="x9bc2377b-e811-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Time period.</p></sidenote>not later than December 23, 2024, and annually thereafter, submit to the committees specified in subparagraph (B) a report containing information regarding—</chapeau><clause class="fontsize10" id="y9bc2377c-e811-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>the progress in implementing the outcome-based and other appropriate performance metrics established pursuant to subparagraph (A)(iii);</content></clause>
<clause class="fontsize10" id="y9bc2377d-e811-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x9bc2377e-e811-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Plan.</p></sidenote>the staffing plan developed for each Joint Task Force pursuant to subparagraph (A)(iv); and</content></clause>
<clause class="fontsize10" id="y9bc2377f-e811-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">“(iii) </num><content>any modification to the mission, strategic goals, and objectives of each Joint Task Force, and a description of, and rationale for, any such modifications.”</content></clause>
</subparagraph>

<paragraph class="fontsize10" id="y9bc23780-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>in paragraph (13), by <amendingAction type="delete">striking</amendingAction> “<quotedText>2024</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>2026</quotedText>”.</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="y9bc23781-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x9bc23782-e811-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t6/s348">6 USC 348 note</ref>.</p></sidenote><inline class="smallCaps">Annual Briefing</inline>.—</heading><paragraph class="fontsize10" id="y9bc23783-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x9bc23784-e811-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><inline class="smallCaps">In general</inline>.—</heading><chapeau>Not later than 1 year after the date of the enactment of this Act, and annually thereafter, the Secretary of Homeland Security shall brief—</chapeau><subparagraph class="fontsize10" id="y9bc23785-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Committee on Homeland Security and Governmental Affairs of the Senate;</content></subparagraph>
<subparagraph class="fontsize10" id="y9bc23786-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Committee on Commerce, Science, and Transportation of the Senate;<page identifier="/us/stat/138/1585">138 STAT. 1585</page></content></subparagraph>
<subparagraph class="fontsize10" id="y9bc23787-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/b/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>the Committee on Homeland Security of the House of Representatives; and</content></subparagraph>
<subparagraph class="fontsize10" id="y9bc23788-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/b/1/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>the Committee on Transportation and Infrastructure of the House of Representatives.</content></subparagraph>

<paragraph class="fontsize10" id="y9bc23789-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x9bc2378a-e811-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Assessment.</p><p class="leftAlign firstIndent0 fontsize8" id="x9bc2378b-e811-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determinations.</p></sidenote><inline class="smallCaps">Topics</inline>.—</heading><chapeau>Each briefing required under paragraph (1) shall cover the latest staffing and resource assessment at Joint Task Force-East, including—</chapeau><subparagraph class="fontsize10" id="y9bc2378c-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A)</num><clause class="inline" id="y9bc2378d-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/b/2/A/i"><num value="i">(i) </num><content>a determination of whether the current staffing levels of Joint Task Force-East are sufficient to successfully advance the mission, strategic goals, and objectives of such Joint Task Force; and</content></clause>
<clause class="indentUp0 fontsize10" id="y9bc2378e-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/b/2/A/ii" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>if such determination reveals insufficient staffing levels, the cost, timeline, and strategy for increasing such staffing levels; and</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y9bc2378f-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B)</num><clause class="inline" id="y9bc23790-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/b/2/B/i"><num value="i">(i) </num><content>a determination of whether sufficient resources are being provided for Joint Task Force-East in accordance with section 708(b)(7)(a) of the Homeland Security Act of 2002 (<ref href="/us/usc/t6/s348/b/7/a">6 U.S.C. 348(b)(7)(a)</ref>); and</content></clause>
<clause class="indentUp0 fontsize10" id="y9bc23791-e811-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/118/103/s2/b/2/B/ii" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>if such determination reveals insufficient resource levels, the cost, timeline, and strategy for providing any remaining resource requirements.</content></clause>
