<section id="d43268e87" identifier="/us/pl/117/72/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xc8a57fc1-e812-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  The Congress finds the following:</chapeau><paragraph class="fontsize10" id="yc8a57fc2-e812-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/72/s1/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>At 9:44 A.M., on August 26, 2021, the Pentagon confirmed that one explosion occurred at the Hamid Karzai International Airport.</content></paragraph>
<paragraph class="fontsize10" id="yc8a57fc3-e812-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/72/s1/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>The explosion was confirmed to be a suicide bombing by ISIS–K terrorist group.</content></paragraph>
<paragraph class="fontsize10" id="yc8a57fc4-e812-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/72/s1/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Estimates as high as 200 deaths were reported, including 13 servicemembers of the United States, as well as hundreds more wounded.</content></paragraph>
<paragraph class="fontsize10" id="yc8a57fc5-e812-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/72/s1/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>The attack on Thursday, August 26, 2021, at the Hamid Karzai International Airport in Kabul, Afghanistan, killed 13 United States servicemembers, making it the deadliest single day of the war for the United States in more than a decade.</content></paragraph>
<paragraph class="fontsize10" id="yc8a57fc6-e812-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/72/s1/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>The American servicemembers went above and beyond the call of duty to protect citizens of the United States and our allies to ensure they are brought to safety in an extremely dangerous situation as the Taliban regained control over Afghanistan.</content></paragraph>
<paragraph class="fontsize10" id="yc8a57fc7-e812-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/72/s1/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>The American servicemembers exemplified extreme bravery and valor against armed enemy combatants.</content></paragraph>
<paragraph class="fontsize10" id="yc8a57fc8-e812-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/72/s1/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>The American servicemembers dedicated their lives and their heroism deserves great honor.</content></paragraph>

<section id="d43268e163" identifier="/us/pl/117/72/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>CONGRESSIONAL GOLD MEDALS.</heading><subsection class="firstIndent0 fontsize10" id="yc8a5cdf7-e812-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/72/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Presentations Authorized</inline>.—</heading><content>The Speaker of the House of Representatives and the President pro tempore of the Senate ¨135STAT. 1512­shall make appropriate arrangements for the posthumous presentation, on behalf of the Congress, of a single gold medal of appropriate design in commemoration to the 13 servicemembers who perished in Afghanistan, on August 26, 2021.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yc8a5cdf8-e812-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/72/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc8a5cdf9-e812-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Determination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Design and Striking</inline>.—</heading><content>For the purposes of the presentation referred to in subsection (a), the Secretary of the Treasury (hereafter in this Act referred to as the “Secretary”) shall strike a gold medal with suitable emblems, devices, and inscriptions, to be determined by the Secretary.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yc8a5cdfa-e812-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/72/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Smithsonian Institution</inline>.—</heading><paragraph class="fontsize10" id="yc8a5cdfb-e812-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/72/s2/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Following the award of the gold medal under subsection (a), the gold medal shall be given to the Smithsonian Institution, where it shall be available for display as appropriate and made available for research.</content></paragraph>
<paragraph class="fontsize10" id="yc8a5cdfc-e812-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/72/s2/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Sense of congress</inline>.—</heading><content>It is the sense of Congress that the Smithsonian Institution shall make the gold medal received under paragraph (1) available for display outside of the District of Columbia at times, particularly at other locations associated with the 13 servicemembers who perished in Afghanistan on August 26, 2021.</content></paragraph>

<section id="d43268e215" identifier="/us/pl/117/72/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>DUPLICATE MEDALS.</heading><content style="-uslm-lc:I658120">  The Secretary may strike and sell duplicates in bronze of the gold medal struck pursuant to section 2 at a price sufficient to cover the cost thereof, including labor, materials, dies, use of machinery, and overhead expenses.</content></section>
<section id="d43268e223" identifier="/us/pl/117/72/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>STATUS OF MEDALS.</heading><subsection class="firstIndent0 fontsize10" id="yc8a5f50d-e812-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/72/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">National Medals</inline>.—</heading><content>The medal struck pursuant to this Act is a national medal for purposes of <ref href="/us/usc/t31/ch51">chapter 51 of title 31, United States Code</ref>.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yc8a5f50e-e812-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/72/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Numismatic Items</inline>.—</heading><content>For purposes of <ref href="/us/usc/t31/s5134">section 5134 of title 31, United States Code</ref>, all medals struck under this Act shall be considered to be numismatic items.</content></subsection>

<section id="d43268e254" identifier="/us/pl/117/72/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>AUTHORITY TO USE FUND AMOUNTS; PROCEEDS OF SALE.</heading><subsection class="firstIndent0 fontsize10" id="yc8a5f50f-e812-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/72/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Authority To Use Fund Amounts</inline>.—</heading><content>There is authorized to be charged against the United States Mint Public Enterprise Fund such amounts as may be necessary to pay for the costs of the medals struck pursuant to this Act.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yc8a5f510-e812-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/72/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Proceeds of Sale</inline>.—</heading><content>The amounts received from the sale of duplicate bronze medals authorized under section 3 shall be deposited into the United States Mint Public Enterprise Fund.</content></subsection>

<section id="d43268e277" identifier="/us/pl/117/72/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>DETERMINATION OF BUDGETARY EFFECTS.</heading><content style="-uslm-lc:I658120">  The budgetary effects of this Act, for the purpose of complying with the Statutory Pay-As-You-Go Act of 2010, shall be determined by reference to the latest statement titled “Budgetary Effects of PAYGO Legislation” for this Act, submitted for printing in the ¨135STAT. 1513­Congressional Record by the Chairman of the House Budget Committee, provided that such statement has been submitted prior to the vote on passage.</content></section>
