<section id="d44938e90" identifier="/us/pl/117/48/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SEPTEMBER 11TH NATIONAL MEMORIAL TRAIL ROUTE.</heading><subsection class="firstIndent0 fontsize10" id="ya6cc39b7-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section:</chapeau><paragraph class="fontsize10" id="ya6cc39b8-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/a/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Map</inline>.—</heading><content>The term “<term>Map</term>” means the map entitled “September 11th National Memorial Trail Route Proposed Trail Route,” numbered 669/176,670A, and dated July 2021.</content></paragraph>
<paragraph class="fontsize10" id="ya6cc39b9-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/a/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Secretary</inline>.—</heading><content>The term “<term>Secretary</term>” means the Secretary of the Interior, acting through the Director of the National Park Service.</content></paragraph>
<paragraph class="fontsize10" id="ya6cc60ca-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/a/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Trail route</inline>.—</heading><content>The term “<term>Trail Route</term>” means the September 11th National Memorial Trail Route designated under subsection (b).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ya6cc60cb-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Establishment of Trail Route</inline>.—</heading><paragraph class="fontsize10" id="ya6cc60cc-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Designation</inline>.—</heading><chapeau>There is designated a Trail Route, to be known as the “September 11th National Memorial Trail Route”, to link the National 9/11 Memorial and Museum in New York City, the National 9/11 Pentagon Memorial in Arlington, Virginia, and the Flight 93 National Memorial in Somerset County, Pennsylvania. The September 11th National Memorial Trail Route shall—</chapeau><subparagraph class="fontsize10" id="ya6cc60cd-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>provide for a tribute to the family members and loved ones who were victims of the attack and the heroes of September 11th, including the first responders in the days, weeks, and months after the attack;</content></subparagraph>
<subparagraph class="fontsize10" id="ya6cc60ce-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>be a trail of remembrance to honor the fallen in a tangible way that keeps their memories alive and reaffirms the exceptionalism of our country; and</content></subparagraph>
<subparagraph class="fontsize10" id="ya6cc60cf-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/b/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>be a celebration of our Nation’s resilience and perseverance since September 11, 2001.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ya6cc60d0-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Route</inline>.—</heading><subparagraph class="fontsize10" id="ya6cc60d1-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Trail Route shall consist of a series of trails as generally depicted on the Map.</content></subparagraph>
<subparagraph class="fontsize10" id="ya6cc60d2-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Availability of map</inline>.—</heading><content>The Map shall be available in the appropriate offices of the National Park Service.</content></subparagraph>
<subparagraph class="fontsize10" id="ya6cc60d3-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/b/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa6cc60d4-e813-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Federal Register, publication.</p><p class="leftAlign firstIndent0 fontsize8" id="xa6cc60d5-e813-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Notice.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Revision</inline>.—</heading><content>The Secretary may revise the Map by publication in the Federal Register of a notice of availability of a new Map.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ya6cc60d6-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa6cc60d7-e813-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultation.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Administration</inline>.—</heading><content>The Trail Route program shall be administered by the Secretary in consultation with the affected landowners, including any Federal, State, Tribal or local agencies <page identifier="/us/stat/135/401">135 STAT. 401</page>
that manage the affected lands, but shall not be considered to be a unit of the National Park System or a part of the National Trail System.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ya6cc60d8-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Activities</inline>.—</heading><chapeau>To facilitate the administration of the Trail Route program and the dissemination of information regarding the Trail Route, the Secretary shall—</chapeau><paragraph class="fontsize10" id="ya6cc60d9-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>produce and disseminate appropriate educational materials regarding the Trail Route, such as handbooks, maps, exhibits, signs, interpretive guides, electronic information, and other interpretive materials;</content></paragraph>
<paragraph class="fontsize10" id="ya6cc60da-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa6cc60db-e813-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><content>coordinate the management and planning of the Trail Route with participating property owners, other Federal agencies, State, Tribal, and local governments, and nonprofit entities;</content></paragraph>
<paragraph class="fontsize10" id="ya6cc60dc-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/d/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>create and adopt an official, uniform symbol or device to mark the Trail Route;</content></paragraph>
<paragraph class="fontsize10" id="ya6cc60dd-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/d/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa6cc60de-e813-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Guidelines.</p></sidenote><content>issue guidelines for the use of the symbol or device adopted under paragraph (3); and</content></paragraph>
<paragraph class="fontsize10" id="ya6cc60df-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/d/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>if deemed appropriate by the Secretary, authorize signage on lands managed by the General Services Administration or the National Park Service in the District of Columbia and its environs, without regard to the requirements of the Commemorative Works Act (<ref href="/us/usc/t40/s8901">40 U.S.C. 8901</ref>).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ya6cc60e0-e813-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/48/s1/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Agreements</inline>.—</heading><content>To ensure effective coordination of the Federal and non-Federal properties along the Trail Route, the Secretary may enter into agreements with, and provide technical and financial assistance to, other Federal agencies, the State, localities, regional governmental bodies, and private entities.</content></subsection>
