<section id="d116052e102" identifier="/us/pl/117/244/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Cardiovascular Advances in Research and Opportunities Legacy Act</shortTitle>”.</content></section>
<section id="d116052e112" identifier="/us/pl/117/244/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x9369aa39-e818-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s285b–9">42 USC 285b–9</ref>.</p></sidenote><heading>HHS VALVULAR HEART DISEASE ACTIVITIES.</heading><subsection class="firstIndent0 fontsize10" id="y936a6d8a-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>The Secretary of Health and Human Services (referred to in this section as the “Secretary”) shall, as appropriate, continue activities related to research, education, and awareness of valvular heart diseases.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y936a6d8b-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">NIH Research Related to Valvular Heart Diseases</inline>.—</heading><paragraph class="fontsize10" id="y936a6d8c-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Director of the National Institutes of Health, in consultation with the Director of the National Heart, Lung, and Blood Institute, may support or conduct research regarding valvular heart diseases.</content></paragraph>
<paragraph class="fontsize10" id="y936a6d8d-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Support further research</inline>.—</heading><chapeau>In order to improve information on, and understanding of, causation and risk factors for valvular heart diseases, research conducted or supported under this subsection for such diseases may include the following:</chapeau><subparagraph class="fontsize10" id="y936a6d8e-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x936a6d8f-e818-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Data.</p></sidenote><content>Use of advanced technological imaging and other relevant methods to generate data related to valvular heart diseases.</content></subparagraph>
<subparagraph class="fontsize10" id="y936a6d90-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x936a6d91-e818-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Assessments.</p></sidenote><content>Assessing potential risk factors for sudden cardiac arrest or sudden cardiac death from valvular heart diseases.</content></subparagraph>
<subparagraph class="fontsize10" id="y936a6d92-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/b/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>Other activities, as appropriate, in order to improve the availability of information on, and advance research related to, valvular heart diseases.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y936a6d93-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x936a6d94-e818-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Mitral valve prolapse workshop</inline>.—</heading><content>Not later than 2 years after the date of enactment of this Act, the Director of the National Heart, Lung, and Blood Institute shall, as appropriate, convene a workshop composed of subject matter experts and stakeholders to identify research needs and opportunities to develop recommendations for the identification and treatment of individuals with mitral valve prolapse, <page identifier="/us/stat/136/2341">136 STAT. 2341</page>
including such individuals who may be at risk for sudden cardiac arrest or sudden cardiac death.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y936a6d95-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Prevention Activities to Improve Awareness of Sudden Cardiac Death as a Result of Valvular Heart Diseases</inline>.—</heading><paragraph class="fontsize10" id="y936a6d96-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x936a6d97-e818-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Grants.</p><p class="leftAlign firstIndent0 fontsize8" id="x936a6d98-e818-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Contracts.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>The Secretary may carry out activities to increase education and awareness of valvular heart diseases in order to reduce the incidence of sudden cardiac death caused by such diseases. The Secretary may—</chapeau><subparagraph class="fontsize10" id="y936a6d99-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/c/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>award grants or contracts to public or nonprofit private entities to carry out activities under this subsection; and</content></subparagraph>
<subparagraph class="fontsize10" id="y936a6d9a-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/c/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>directly, or through grants or contracts, provide technical assistance with respect to such activities.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y936a6d9b-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Certain activities</inline>.—</heading><chapeau>Upon availability of applicable data, projects carried out under paragraph (1) may include—</chapeau><subparagraph class="fontsize10" id="y936a6d9c-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/c/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>continuing activities at the Centers for Disease Control and Prevention related to valvular heart diseases;</content></subparagraph>
<subparagraph class="fontsize10" id="y936a6d9d-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/c/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>improving the awareness of the public concerning any risk factors for, the symptoms of, and the public health impact of, valvular heart diseases; and</content></subparagraph>
<subparagraph class="fontsize10" id="y936a6d9e-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/c/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>enhancing public health data collection and improving the quality of such data, as appropriate, regarding cardiac arrests, including cardiac arrests that occur outside of the hospital.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y936a6d9f-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Grant prioritization</inline>.—</heading><content>The Secretary may, in awarding grants or entering into contracts pursuant to paragraph (1), give priority to entities seeking to carry out projects for populations most impacted by valvular heart diseases.</content></paragraph>
<paragraph class="fontsize10" id="y936a6da0-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/c/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Coordination of activities</inline>.—</heading><content>The Secretary shall, as appropriate, ensure that activities under this section are coordinated with other agencies and offices of the Department of Health and Human Services that carry out activities regarding valvular heart diseases.</content></paragraph>
<paragraph class="fontsize10" id="y936a6da1-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/c/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><heading class="fontsize10"><inline class="smallCaps">Best practices</inline>.—</heading><content>The Secretary shall, as applicable and appropriate, identify and disseminate best practices for relevant health care providers related to valvular heart diseases.<page identifier="/us/stat/136/2342">136 STAT. 2342</page></content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y936a6da2-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/244/s2/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x936a6da3-e818-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Time period.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Authorization of Appropriations</inline>.—</heading><content>For purposes of carrying out this section, there are authorized to be appropriated $28,000,000 for each of fiscal years 2023 through 2027.</content></subsection>
