<section id="d260308e92" identifier="/us/pl/115/336/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">21st Century Integrated Digital Experience Act</shortTitle>” or the “<shortTitle role="act">21st Century IDEA</shortTitle>”.</content></section>
<section id="d260308e105" identifier="/us/pl/115/336/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x39bd2072-e832-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  In this Act:</chapeau><paragraph class="fontsize10" id="y39bd2073-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s2/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Director</inline>.—</heading><content>The term “<term>Director</term>” means the Director of the Office of Management and Budget.</content></paragraph>
<paragraph class="fontsize10" id="y39bd2074-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s2/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Executive agency</inline>.—</heading><content>The term “<term>executive agency</term>” has the meaning given the term “<term>Executive agency</term>” in <ref href="/us/usc/t5/s105">section 105 of title 5, United States Code</ref>.</content></paragraph>
</section>
<section id="d260308e134" identifier="/us/pl/115/336/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>WEBSITE MODERNIZATION.</heading><subsection class="firstIndent0 fontsize10" id="y39bde3c5-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Requirements for New Websites and Digital Services</inline>.—</heading><chapeau>Not later<sidenote><p class="leftAlign firstIndent0 fontsize8" id="x39bde3c6-e832-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote> than 180 days after the date of enactment of this Act, an executive agency that creates a website or digital service that is intended for use by the public, or conducts a redesign of an existing legacy website or digital service that is intended for use by the public, shall ensure to the greatest extent practicable that any new or redesigned website, web-based form, web-based application, or digital service—</chapeau><paragraph class="fontsize10" id="y39bde3c7-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>is accessible to individuals with disabilities in accordance with section 508 of the Rehabilitation Act of 1973 (<ref href="/us/usc/t29/s794d">29 U.S.C. 794d</ref>);</content></paragraph>
<paragraph class="fontsize10" id="y39bde3c8-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>has a consistent appearance;</content></paragraph>
<paragraph class="fontsize10" id="y39bde3c9-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>does not overlap with or duplicate any legacy websites and, if applicable, ensure that legacy websites are regularly reviewed, eliminated, and consolidated;</content></paragraph>
<paragraph class="fontsize10" id="y39bde3ca-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>contains a search function that allows users to easily search content intended for public use;</content></paragraph>
<paragraph class="fontsize10" id="y39bde3cb-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/a/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>is provided through an industry standard secure connection;</content></paragraph>
<paragraph class="fontsize10" id="y39bde3cc-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/a/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>is designed around user needs with data-driven analysis influencing management and development decisions, using qualitative and quantitative data to determine user goals, needs, and behaviors, and continually test the website, web-based form, web-based application, or digital service to ensure that user needs are addressed;</content></paragraph>
<paragraph class="fontsize10" id="y39bde3cd-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/a/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>provides users of the new or redesigned website, web-based form, web-based application, or digital service with the <page identifier="/us/stat/132/5026">132 STAT. 5026</page>
option for a more customized digital experience that allows users to complete digital transactions in an efficient and accurate manner; and</content></paragraph>
<paragraph class="fontsize10" id="y39bde3ce-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/a/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><content>is fully functional and usable on common mobile devices.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y39bde3cf-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Requirements for Existing Executive Agency Websites and Digital Services</inline>.—</heading><chapeau>Not later<sidenote><p class="leftAlign firstIndent0 fontsize8" id="x39bde3d0-e832-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote> than 1 year after the date of enactment of this Act, the head of each executive agency that maintains a website or digital service that is made available to the public shall—</chapeau><paragraph class="fontsize10" id="y39bde3d1-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>review each website or digital service; and</content></paragraph>
<paragraph class="fontsize10" id="y39bde3d2-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x39bde3d3-e832-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Reports.</p></sidenote><chapeau>submit to Congress a report that includes—</chapeau><subparagraph class="fontsize10" id="y39bde3d4-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x39bde3d5-e832-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Lists.</p></sidenote><content>a list of the websites and digital services maintained by the executive agency that are most viewed or utilized by the public or are otherwise important for public engagement;</content></subparagraph>
<subparagraph class="fontsize10" id="y39bde3d6-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>from among the websites and digital services listed under subparagraph (A), a prioritization of websites and digital services that require modernization to meet the requirements under subsection (a); and</content></subparagraph>
<subparagraph class="fontsize10" id="y39bde3d7-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/b/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x39bde3d8-e832-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Cost estimate.</p></sidenote><content>an estimation of the cost and schedule of modernizing the websites and digital services prioritized under subparagraph (B).</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y39bde3d9-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Internal Digital Services</inline>.—</heading><content>The head of each executive agency shall ensure, to the greatest extent practicable, that any Intranet established after the date of enactment of this Act conforms to the requirements described in subsection (a).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y39bde3da-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Public Reporting</inline>.—</heading><chapeau>Not later than 1 year after the date of enactment of this Act and every year thereafter for 4 years, the head of each executive agency shall—</chapeau><paragraph class="fontsize10" id="y39bde3db-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>report annually to the Director on the progress of the executive agency in implementing the requirements described in this section for the previous year; and</content></paragraph>
<paragraph class="fontsize10" id="y39bde3dc-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>include the information described in paragraph (1) in a publicly available report that is required under another provision of law.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y39bde3dd-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s3/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Compliance With United States Website Standards</inline>.—</heading><content>Any website of an executive agency that is made available to the public after the date of enactment of this Act shall be in compliance with the website standards of the Technology Transformation Services of the General Services Administration.</content></subsection>

<section id="d260308e288" identifier="/us/pl/115/336/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>DIGITIZATION OF GOVERNMENT SERVICES AND FORMS.</heading><subsection class="firstIndent0 fontsize10" id="y39be590e-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x39be590f-e832-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="x39be5910-e832-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Guidance.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Non-Digital Services</inline>.—</heading><chapeau>Not later than 180 days after the date of enactment of this Act, the Director shall issue guidance to the head of each executive agency that establishes a process for the executive agency to—</chapeau><paragraph class="fontsize10" id="y39be5911-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s4/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>identify public non-digital, paper-based, or in-person Government services; and</content></paragraph>
<paragraph class="fontsize10" id="y39be5912-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s4/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>include in the budget request of the executive agency—</chapeau><subparagraph class="fontsize10" id="y39be5913-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s4/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x39be5914-e832-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Lists.</p></sidenote><content>a list of non-digital services with the greatest impact that could be made available to the public through an online, mobile-friendly, digital service option in a manner that decreases cost, increases digital conversion rates, and improves customer experience; and</content></subparagraph>
<subparagraph class="fontsize10" id="y39be5915-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s4/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x39be5916-e832-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Cost estimate.</p></sidenote><content>an estimation of the cost and schedule associated with carrying out the modernization described in subparagraph (A).<page identifier="/us/stat/132/5027">132 STAT. 5027</page></content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y39be5917-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Services Required To Be Digital</inline>.—</heading><content>The head of each executive agency shall regularly review public-facing applications and services to ensure that those applications and services are, to the greatest extent practicable, made available to the public in a digital format.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y39be5918-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s4/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x39be5919-e832-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Forms Required To Be Digital</inline>.—</heading><content>Not later than 2 years after the enactment of this Act, the head of each executive agency shall ensure that any paper based form that is related to serving the public is made available in a digital format that meets the requirements described in section 3(a).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y39be591a-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s4/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Non-Digitizable Processes</inline>.—</heading><chapeau>If the head of an executive agency cannot make available in a digital format under this section an in-person Government service, form, or paper-based process, the head of the executive agency shall document—</chapeau><paragraph class="fontsize10" id="y39be591b-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s4/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the title of the in-person Government service, form, or paper-based process;</content></paragraph>
<paragraph class="fontsize10" id="y39be802c-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s4/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>a description of the in-person Government service, form, or paper-based process;</content></paragraph>
<paragraph class="fontsize10" id="y39be802d-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s4/d/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>each unit responsible for the in-person Government service, form, or paper-based process and the location of each unit in the organizational hierarchy of the executive agency;</content></paragraph>
<paragraph class="fontsize10" id="y39be802e-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s4/d/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>any reasons why the in-person Government service, form, or paper-based process cannot be made available under this section; and</content></paragraph>
<paragraph class="fontsize10" id="y39be802f-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s4/d/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>any potential solutions that could allow the in-person Government service, form, or paper-based process to be made available under this section, including the implementation of existing technologies, procedural changes, regulatory changes, and legislative changes.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y39be8030-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s4/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Physical Availability</inline>.—</heading><content>Each executive agency shall maintain an accessible method of completing digital services through in-person, paper-based, or other means, such that individuals without the ability to use digital services are not deprived of or impeded in access to those digital services.</content></subsection>
</section>
<section id="d260308e401" identifier="/us/pl/115/336/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x39be8031-e832-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="x39be8032-e832-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Plan.</p></sidenote><heading>ELECTRONIC SIGNATURES.</heading><content style="-uslm-lc:I658120">  Not later than 180 days after the date of the enactment of this Act, the head of each executive agency shall submit to the Director and the appropriate congressional committees a plan to accelerate the use of electronic signatures standards established under the Electronic Signatures in Global and National Commerce Act (<ref href="/us/usc/t15/s7001/etseq">15 U.S.C. 7001 et seq.</ref>).</content></section>
<section id="d260308e416" identifier="/us/pl/115/336/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x39be8033-e832-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Coordination.</p></sidenote><heading>CUSTOMER EXPERIENCE AND DIGITAL SERVICE DELIVERY.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x39bece54-e832-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  The Chief Information Officer of each executive agency, or a designee, shall—</chapeau><paragraph class="fontsize10" id="y39bece55-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s6/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>coordinate and ensure alignment of the internal and external customer experience programs and strategy of the executive agency;</content></paragraph>
<paragraph class="fontsize10" id="y39bece56-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s6/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>coordinate with the management leaders of the executive agency, including the head of the executive agency, the Chief Financial Officer, and any program manager, to ensure proper funding to support the implementation of this Act;</content></paragraph>
<paragraph class="fontsize10" id="y39bece57-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s6/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x39bece58-e832-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="x39bece59-e832-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">tions.</p></sidenote><content>continually examine the digital service delivery strategy of the executive agency to the public and submit recommendations to the head of the executive agency providing guidance and best practices suitable to the mission of the executive agency;<page identifier="/us/stat/132/5028">132 STAT. 5028</page></content></paragraph>
<paragraph class="fontsize10" id="y39bece5a-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s6/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>using qualitative and quantitative data obtained from across the executive agency relating to the experience and satisfaction of customers, identify areas of concern that need improvement and improve the delivery of customer service;</content></paragraph>
<paragraph class="fontsize10" id="y39bece5b-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s6/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>coordinate and ensure, with the approval of the head of the executive agency, compliance by the executive agency with <ref href="/us/usc/t44/s3559">section 3559 of title 44, United States Code</ref>; and</content></paragraph>
<paragraph class="fontsize10" id="y39bece5c-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s6/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>to the extent practicable, coordinate with other agencies and seek to maintain as much standardization and commonality with other agencies as practicable in implementing the requirements of this Act, to best enable future transitions to centralized shared services.</content></paragraph>

<section id="d260308e469" identifier="/us/pl/115/336/s7" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><heading>STANDARDIZATION.</heading><subsection class="firstIndent0 fontsize10" id="y39bef56d-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s7/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Design and Implementation</inline>.—</heading><content>Each executive agency shall, to the extent practicable, seek to maintain as much standardization and commonality with other executive agencies as practicable in implementing the requirements of this Act to best enable future transitions to centralized shared services.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y39bef56e-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s7/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Coordination</inline>.—</heading><content>The Chief Information Officer of each executive agency, or a designee, shall coordinate the implementation of the requirements of this Act, including the development of standards and commonalities.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y39bef56f-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s7/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Federal Supply Schedule</inline>.—</heading><paragraph class="fontsize10" id="y39bef570-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s7/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The General Services Administration shall make available under a Federal Supply Schedule the systems and services necessary to fulfill the requirements of this Act.</content></paragraph>
<paragraph class="fontsize10" id="y39bef571-e832-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/336/s7/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Requirements</inline>.—</heading><content>The Federal Supply Schedule described in paragraph (1) shall, to the extent practicable, ensure interoperability between executive agencies, compliance with industry standards, and adherence to best practices for design, accessibility, and information security.</content></paragraph>
