<enactingFormula style="-uslm-lc:I658120"><i>  Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</i></enactingFormula>
<section id="d242588e85" identifier="/us/pl/114/162/s1" role="instruction" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>COMPETITIVE AWARDS.</heading><content class="firstIndent0 fontsize10" id="x68413490-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Section 320(g) of the Federal Water Pollution Control Act (<ref href="/us/usc/t33/s1330/g">33 U.S.C. 1330(g)</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><paragraph class="fontsize10" id="y684182b1-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><heading class="fontsize10"><inline class="smallCaps">Competitive awards</inline>.—</heading><subparagraph class="fontsize10" id="y684182b2-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Using the amounts made available under subsection (i)(2)(B), the Administrator shall make competitive awards under this paragraph.</content></subparagraph>
<subparagraph class="fontsize10" id="y684182b3-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><heading class="fontsize10"><inline class="smallCaps">Application for awards</inline>.—</heading><content>The Administrator shall solicit applications for awards under this paragraph from State, interstate, and regional water pollution control agencies and entities, State coastal zone management agencies, interstate agencies, other public or nonprofit private agencies, institutions, organizations, and individuals.</content></subparagraph>
<subparagraph class="fontsize10" id="y684182b4-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><heading class="fontsize10"><inline class="smallCaps">Selection of recipients</inline>.—</heading><chapeau>In selecting award recipients under this paragraph, the Administrator shall select recipients that are best able to address urgent and challenging issues that threaten the ecological and economic well-being of coastal areas. Such issues shall include—</chapeau><clause class="fontsize10" id="y684182b5-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>extensive seagrass habitat losses resulting in significant impacts on fisheries and water quality;</content></clause>
<clause class="fontsize10" id="y684182b6-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>recurring harmful algae blooms;</content></clause>
<clause class="fontsize10" id="y684182b7-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">“(iii) </num><content>unusual marine mammal mortalities;</content></clause>
<clause class="fontsize10" id="y684182b8-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">“(iv) </num><content>invasive exotic species that may threaten wastewater systems and cause other damage;</content></clause>
<clause class="fontsize10" id="y684182b9-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="v">“(v) </num><content>jellyfish proliferation limiting community access to water during peak tourism seasons;</content></clause>
<clause class="fontsize10" id="y684182ba-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="vi">“(vi) </num><content>flooding that may be related to sea level rise or wetland degradation or loss; and</content></clause>
<clause class="fontsize10" id="y684182bb-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="vii">“(vii) </num><content>low dissolved oxygen conditions in estuarine waters and related nutrient management.”</content></clause>

<section id="d242588e175" identifier="/us/pl/114/162/s2" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x684182bc-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Grants.</p></sidenote><heading>AUTHORIZATION OF APPROPRIATIONS.</heading><content class="firstIndent0 fontsize10" id="x684182bd-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Section 320 of the Federal Water Pollution Control Act (<ref href="/us/usc/t33/s1330">33 U.S.C. 1330</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="delete">striking</amendingAction> subsection (i) and <amendingAction type="insert">inserting</amendingAction> the following:<quotedContent><subsection class="firstIndent0 fontsize10" id="y6841d0de-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><heading class="fontsize10"><inline class="smallCaps">Authorization of Appropriations</inline>.—</heading><page identifier="/us/stat/130/410">130 STAT. 410</page>
<paragraph class="fontsize10" id="y6841d0df-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>There is authorized to be appropriated to the Administrator $26,500,000 for each of fiscal years 2017 through 2021 for—</chapeau><subparagraph class="fontsize10" id="y6841d0e0-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>expenses relating to the administration of grants or awards by the Administrator under this section, including the award and oversight of grants and awards, except that such expenses may not exceed 5 percent of the amount appropriated under this subsection for a fiscal year; and</content></subparagraph>
<subparagraph class="fontsize10" id="y6841d0e1-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>making grants and awards under subsection (g).</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y6841d0e2-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Allocations</inline>.—</heading><subparagraph class="fontsize10" id="y6841d0e3-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><heading class="fontsize10"><inline class="smallCaps">Conservation and management plans</inline>.—</heading><content>Not less than 80 percent of the amount made available under this subsection for a fiscal year shall be used by the Administrator to provide grant assistance for the development, implementation, and monitoring of each of the conservation and management plans eligible for grant assistance under subsection (g)(2).</content></subparagraph>
<subparagraph class="fontsize10" id="y6841d0e4-e865-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><heading class="fontsize10"><inline class="smallCaps">Competitive awards</inline>.—</heading><content>Not less than 15 percent of the amount made available under this subsection for a fiscal year shall be used by the Administrator for making competitive awards described in subsection (g)(4).”</content></subparagraph>
