H. Res. 551--A resolution expressing the sense of the House of 
    Representatives that the interstate compact regarding water 
    resources in the Great Lakes-St. Lawrence River Basin approved by 
    the Congress in Public Law 110-342 expressly prohibited the sale,

    Basin; to the Committee on the Judiciary.
