H.R. 891--A bill to amend the Internal Revenue Code of 1986 to 
    equalize the exclusion from gross income of parking and 
    transportation fringe benefits and to provide for a common cost-
    of-living adjustment, and for other purposes; to the Committee on 
    Ways and Means, and in addition to the Committee on Oversight and 
    Government Reform, for a period to be subsequently determined by
