H.R. 3268--A bill to amend the Rules of the House of Representatives 
    and the Congressional Budget and Impoundment Control Act of 1974 
    to increase earmark transparency and accountability, and for other 
    purposes; to the Committee on Rules, and in addition to the 
    Committees on the Budget, Standards of Official Conduct, the 
    Judiciary, and Oversight and Government Reform, for a period to be 
    subsequently determined by the Speaker, in each case for 
    consideration of such provisions as fall within the jurisdiction
