H.R. 3244--A bill to amend title 18, United States Code, to establish 
    the transfer of any nuclear weapon, device, material, or 
    technology to terrorists as a crime against humanity; to the 
    Committee on the Judiciary, and in addition to the Committee on 
    Foreign Affairs, for a period to be subsequently determined by the 
    Speaker, in each case for consideration of such provisions as fall 
    within the jurisdiction of the committee concerned.
