H.R. 2227--A bill to greatly enhance America's path toward energy 
    independence and economic and national security, to conserve 
    energy use, to promote innovation, to achieve lower emissions, 
    cleaner air, cleaner water, and cleaner land, and for other 
    purposes; to the Committee on Natural Resources, and in addition 
    to the Committees on Oversight and Government Reform, Energy and 
    Commerce, Ways and Means, Science and Technology, Transportation 
    and Infrastructure, Education and Labor, the Budget, Rules, and 
    the Judiciary, for a period to be subsequently determined by the 
    Speaker, in each case for consideration of such provisions as fall
