H.R. 152--A bill to amend the Internal Revenue Code to provide for a 
    refundable tax credit for heating fuels and to create a grant 
    program for States to provide individuals with loans to weatherize 
    their homes; to the Committee on Ways and Means, and in addition 
    to the Committee on Energy and Commerce, for a period to be 
    subsequently determined by the Speaker, in each case for 
    consideration of such provisions as fall within the jurisdiction 
    of the committee concerned.
