H.R. 397--A bill to require that the President transmit to Congress, 
    that the congressional Budget Committees report, and that the 
    Congress consider a balanced budget for each fiscal year; to the 
    Committees on the Budget; Rules, for a period to be subsequently 
    determined by the Speaker, in each case for consideration of such 
    provisions as fall within the jurisdiction of the committee 
    concerned.
