H.R. 2572--A bill to amend title 38, United States Code, to require 
    that in the case of past-due benefits awarded an individual 
    pursuant to a proceeding before the Secretary of Veterans Affairs, 
    the payment of attorneys fees with respect to such award may not 
    exceed 20 percent of the award; to the Committee on Veterans' 
    Affairs.
