H. Con. Res. 77--Concurrent resolution expressing the sense of the 
    Congress that Federal civilian and military retirement cost-of-
    living adjustments should not be delayed; to the Committees on 
    Government Reform and Oversight; National Security, for a period 
    to be subsequently determined by the Speaker, in each case for 
    consideration of such provisions as fall within the jurisdiction
