S. 2631--A bill to amend the Energy Policy and Conservation Act to 
    improve the administration of the Federal energy conservation 
    program for consumer products, to enhance consumer information 
    programs to encourage the purchase of more energy efficient 
    appliances, and to implement efficiency standards for furnaces,
