S. 2359--A bill to amend the Housing and Community Development Act of 
    1974 to provide that the jurisdictions having no or few areas 
    where a majority of the residents are persons of low and moderate 
    income target Community Development Block Grant funds to those 
    areas with the highest proportion of such persons; to the 
    Committee on Banking, Housing, and Urban Affairs.
