S. 2314--A bill to amend the Panama Canal Act of 1979 to provide that 
    claims against the Panama Canal Commission for vessel damage 
    sustained in the Panama Canal or adjacent waters, other than the 
    canal locks, may be handled in the same manner as claims for 
    vessel damage while passing through the canal locks, and for other 
    purposes; to the Committee on Armed Services.
