S. 2286--A bill to amend the Congressional Budget Act of 1974 to 
    require authorizing legislation for tax expenditures, and for 
    other purposes; to the Committees on the Budget; Governmental 
    Affairs, jointly, pursuant to the order of August 4, 1977, with 
    instructions that if one committee reports, the other committee 
    has 30 days of continuous session to report or be discharged.
