S. 1942--A bill to amend the Merchant Marine Act of 1936 to provide 
    that government generated cargoes transported on U.S.-flag or 
    foreign vessels shall be shipped at the lowest landed cost, and 
    that the transport of such cargoes shall be subject to a 
    competitive bidding system; to the Committee on Commerce, Science, 
    and Transportation.
