H. Res. 552--Resolution providing for the consideration of H.R. 3953, 
    a bill to amend the Panama Canal Act of 1979 in order that 
    outside-the-locks claims for vessels damaged may be resolved in 
    the same manner as those damaged inside the locks, and for other
