H. Res. 477--Resolution expressing the sense of the U.S. House of 
    Representatives that the U.S. Treasury should not, without the 
    express approval of the Congress of the United States, expend or 
    transfer any funds to less developed nations which are delinquent, 
    or have been repeatedly delinquent, on interest payments to 
    American banks; to the Committee on Banking, Finance and Urban 
    Affairs.
